Withholding of Removal is available relief to avoid removal to a country where the individual immigrant is very strong likely to suffer persecution based on race, religion, nationality, political opinion, or membership in a particular social group.
If USCIS is not trying to deport you or remove you from the United States, withholding of removal is not an available option for you because it is only available for those who are placed in removal proceedings. Anyone placed in removal proceedings may apply for withholding of removal.
